Why not system tab bar with gnome?
Firefox has been the default distribution graphical browser on Linux for ever. I frequently use the 'always on top' feature in Chromium. It would be nice if finding this setting in Firefox was unnecessary. With Chromium it, as well as any other graphical application on gnome, is only a right-click away. But I am unable to find this setting in Firefox if it exists anywhere.

You should be able to open the System menu in Firefox via Alt+Space. If you use Firefox from the repositories then this version may behave differently and some features might not work.
