That depends on the website's programming. Some give the option to view or download. Some give you no option. Check with its support.

There are two ways to check a file. The first is to download it. This way you can look at it all you want until you remove it.

The second is to ‘view’ the file. In this case, the file is still downloaded but to temporary storage. Note that sooner or later, all temp files will be removed by the system.

You can, however, save the temp file via the Save option.

If this is about PDF files then Firefox only uses the PDF Viewer when the server sends the file with the proper MIME type for a PDF file (application/pdf). If you get a download prompt then it is likely that the server sends another content type.

You might be able to check this request and server response in the Network Monitor.
