On Firefox Quantum (60.0), I don't see an option "never save password for site". This is on Mac 64 bit. Every time I see only two options Save and Don't save.

There is a small down pointing arrow between the "Don't Save" and "Save" choices that are always shown. If you click this arrow then you see the "Never Save" choice. Try to suppress the dialog to update the password and click the down pointing arrow between the "Don't Save" and "Save" choices to display "Never Save" to creates a block exception. Note that you can double-click username and password fields in the Password Manager to edit either these fields.

This didn't hep :( Can't see this option.
