Filtering before junk status ?

I have a simple filter set up to recognise the from address and place the email in a specific folder. It is set to 'Filter before junk classification'. However the email always ends up in the junk folder, until i click to open it, when it goes to the inbox. Then when you open it, it is moved to the correct mail box. Why isn't this happening on arrival ? Thanks.

Is the account IMAP? what mail provider? I suspect one associated with yahoo really.
