It may be a limitation of the built-in viewer. The viewer should recognize links that were created by Acrobat or another PDF creation tool that place a transparent clickable area over text or a URL. However, if there is a bare URL in the text, Firefox's viewer may not automatically "linkify" it like Adobe Reader does. You may be able to select the URL and use right-click > Open Link in New Tab for those.
