Temp file is locked and will not allow me to change permissions, therefore I cannot install any programs. I have check for viruses and found none

My temp file is locked on read only. I have tried to turn it off in safe mode and nothing seems to work. I checked for viruses using a deep scan in safe mode cmd and nothing was found. I am using Widows 7 and cannot install a backup drive or update any programs.

Note that Windows shows a green block for folders in the Read-only box, but not a real check-mark. Only a check mark in the Read-only box means that a folder or file is Read-only. Windows doesn't check all the files in a folder so instead displays a green block to indicate that it is not sure. You need to look at each file individually to see if any are read-only. Easiest to do that is to make the Attributes visible in "View > Details" mode: Choose Details in Windows Explorer.

I have tried safe mode and deleted all of the temp files; one does not delete: FXSAPIDebuglogfile.txt which is empty. I used lock hunter and it says widows explorer is locking it. I force deleted it with lock hunter which deleted it on restart and it came back immediately.

Thanks, I was able to delete the txt file. Thanks. I still cannot open the temp folder to change the read only lock to install programs.

Open your file browser, and go to the parent folder where the problem folder is located. Right click on the folder, and select "Properties." Now follow the picture.
