Have tried safe mode and reset, allowing through firewall and a complete scan with microsoft security essentials found no threats. It appears that everytime it tries to connect its redirected to the start page.

It is possible that your security software (firewall, anti-virus) blocks or restricts Firefox or the plugin-container process without informing you, possibly after detecting changes (update) to the Firefox program.

Remove all rules for Firefox and the plugin-container from the permissions list in the firewall and let your firewall ask again for permission to get full, unrestricted, access to internet for Firefox and the plugin-container process and the updater process.

I tried a reinstall again something appears to be blocking the download, have tried it 3 times and it stops in the same place and have to restart the download, it then goes through but wont connect , just returns to the start page.

Sometimes a problem with Firefox may be a result of malware installed on your computer, that you may not be aware of.

You can try these free programs to scan for malware, which work with your existing antivirus software:

Microsoft Security Essentials is a good permanent antivirus for Windows 7/Vista/XP if you don't already have one.

Further information can be found in the Troubleshoot Firefox issues caused by malware article.
