I received an email from a user who corrected this problem by setting layout.css.devPixelsPerPx to 1.0. The side effect is that your menu and toolbar area fonts become small. The best workaround for that is to install the Theme Font & Size Changer extension, then click the A icon it adds at the right end of the Navigation Toolbar and adjust the font size from "Normal" to 15 or maybe a bit higher, depending on your preference.
For anyone not familiar with the High DPI support added in Firefox 22, changing layout.css.devPixelsPerPx from its default value of -1.0 to 1.0 changes the scaling of pages from your Windows DPI setting (e.g., 125%) to 100% (similar to earlier versions of Firefox). Apparently there is a bug related to the tooltips for the bookmarks sidebar. I haven't searched the bug system to see whether it has been reported, but I'm attaching some screen shots demonstrating it -- the higher the scaling, the greater the distance between the expected tooltip and the one displayed.

Try to disable hardware acceleration in Firefox.
- Tools > Options > Advanced > General > Browsing: "Use hardware acceleration when available"

Unchecking hardware acceleration made no difference.
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance).
- Do NOT click the Reset button on the Safe Mode start window or otherwise make changes.

The problem still occurs in Safe Mode?
Is the correct bookmark underlined when you hover over it or is that also off by one (i.e., the underline matches the URL)?

The underline does not match the URL. Bookmark I am hovering over is underlined, but the information shown matches the bookmark 1, or sometimes 2, bookmarks above.
Same problem here. Started after updated to v22. Two machines checked so far, both Windows 7 (one 32bit one 64bit).
Also reported here: Placing the cursor on a bookmark causes the text box to show the properties of a bookmark 5 lines higher in the list. (unsolved)
hardware acceleration is off, safe mode is on, I get this problem in firefox v.22 on vista

jscher2000's answer below fixed the problem. Thank you sir. I entered about:config in the location bar to access the layout page. I searched for, then changed the layout.css.devPixelsPerPx value from -1.0 to 1.0. Then I downloaded the Theme Font & Size Changer extension, and reset the size to 15. It's all good.

I also have this problem. Here are some details. Firefox 22.0 for Linux Mint 64
If I go to bloomberg.com, market data, currencies, forein exchange rates it takes me to this page http://www.bloomberg.com/markets/currencies/cross-rates/
I then save this bookmark and hover the cursor over it and I get this (VW ad):
A little later the bookmark location itself changes to match the hover!!! I repeated this about 10 times, many times with firefox -safe-mode with the same result!
On my iPad Safari and chrome do not have any problem bookmarking that page correctly.
I tried to do this from another account on my Linux machine and did not observe the problem.
Hi bobelod, did you use the right-click method to create the bookmark, or one of the other methods (Ctrl+d, star in the address bar, Bookmarks menu)? I think there might be a danger when using the right-click method of bookmarking a framed page instead of the main page.

Thanks fjscher2000 for helping. I left clicked on the small icon left of the url, held down the button, draged the icon to my bookmark bar that I keep on the left side and realeased the button. As a test I just tried it with the Bookmarks menu, bookmark this page, and had the same problem.
I think that going to the steps "bloomberg.com, market data, currencies, forein exchange rates menus on the site" might be important for the problem to occur.
All my bookmarks are created by dragging url to bookmarks sidebar. Hovering over bookmark in the sidebar references data on the bookmark one line above. However, using Bookmarks menu instead, and hovering over bookmarks there, does not result in the same problem.

Actually, a bug was filed on this long ago when it was an optional adjustment: 644952 – Bookmarks Sidebar mousover tooltip incorrect if preference layout.css.devPixelsPerPx;1.17 is user set. I added a comment with links to the two support threads I've seen on this issue.

Hi tzr916, I think you have two options:
(1) Use Firefox 23. Firefox 23 is officially scheduled to release on August 6th.
There is a beta test version available now. Beta "7" of Firefox 23 seems to be available this morning from the main beta page (when you look at the name of the file the server pushes to you, you should see b7 in the file name). The page that lists all the languages has links to beta 5, which I think is before the fix went in. (I don't know why these aren't synchronized yet.)
(2) Change your layout.css.devPixelsPerPx to 1.0.
However, this will make your menu, toolbar, and tab area (the "chrome" area) smaller if your Windows font size is set to 125%, 150% or higher. In that case, you may need to use the Theme Font & Size Changer extension to compensate for the change.
