Please explain where you see a new table and blue flash. If you mean the blue "swipe" across a tab that completed loading, you can disable that along with other cosmetic animations by creating a new numeric preference in about:config --
(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.
(2) In the search box in the page, type or paste the new preference name
ui.prefersReducedMotion
If this preference was already created and shows a value of 0, skip to step (4).
(3) On the bar with the preference name, click the radio button next to Number and click the + button to add the preference. Then Firefox should display the new value.
(4) Set the value to 1 (double-click to edit if necessary) and click the blue checkmark button or press Enter to save the change.

Recent versions of Firefox have improved the dark theme to apply to internal pages, and you also can create a new numeric preference to force this. However, I don't know whether these changes have completely eliminated a white flash.
(A) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.
(B) In the search box, type or paste the new preference name
ui.systemUsesDarkTheme
If this preference was already created and shows a value of 0, skip to step (D).
(C) Firefox should display a bar with some radio buttons to choose a new preference type, followed by a + button. Choose Number and click the + button.
(D) Edit the value to either 0 (Light) or 1 (Dark) and then click the blue check mark button or press Enter/Return to save the change.
You should noticed a change immediately on the about:config page.

Are you clicking on the built-in Firefox Home / new tab page, or on an address bar drop-down? Is there an error message? Does it work if you try a second time?

Which popup is that?
For Waterfox, which appears to be based on an older version and has its own custom theming, please ask on their community support site: https://www.reddit.com/r/waterfox/
