firefox no longer lets me pick tabs for recovery

It used to be if firefox crashed or was killed I would get an option to recover last session that would allow me to pick the tabs and windows to recover. This is no longer the behavior as of a couple updates ago, without me changing my settings.

What happens now is the recovery never shows up, so all I have is the all-or-nothing option where you recover the whole session at once from history. No option there to pick what to recover. How do I get the old behavior back? I relied on this to prune sessions when I ended up with too many tabs.

The session restore page only appears after two consecutive crashes. To make it appear on the first crash, go to about:config in the address bar and change browser.sessionstore.max_resumed_crashes to 0.
