while using mouse scroll in my laptop when I try to scroll up immediately after scrolling down the webpage goes backwards, and goes forward when I try to scroll down immediately after scrolling up. I have tried resetting firefox, but that did not fix it. Same problem exist in both ubuntu and windows. Already checked the condition of my keys, none of them are pressed. Seems to have the same problem in internet explorer as well. But no other application seems to have a problem. I am using a logitech mouse and keyboard connected to my laptop via ps2 to usb converter. Lastly it is worth mentioning that gmail doesn't seem to be affected by this problem that is I am able to scroll comfortably in gmail.com.

I was having the exact same issue. I guess updating to Mavericks caused a reset to default settings, where the scroll bar only shows when you use the up and down keys on your keyboard. You can change this and get your scroll bar back by going to:

System Preferences > General > Show Scroll Bars > and click "Always".

My scroll bars came back for all of my different browsers (Firefox, Chrome, and Safari).
