Restore an html or json file to a specific folder in the Bookmark Toolbaar
I have two computers (say A and B). I want to move the entire Bookmark toolbar from A to a folder in the Bookmark toolbar on B. This would allow me to selectively move folders and bookmarks from the A Bookmark toolbar upload to the toolbar on B. So far I cannot get the Import or Restore to upload to a single empty folder on the B bookmark toolbar.
I have tried to upload previously exported Html and Json files from A to a specific empty folder on B's bookmark tool bar but either the file overwrites the entire toolbar on B or nothing appears to happen.
I thought that by selecting a folder in the "Manage Bookmark" dialog box that the subsequent upload of either the Html or Json files would all go there but it does not appear to work.
Any help would be appreciated.

I finally found a way to do it. It is probably not the best way but it did work.
I selected all entries under "Other Bookmarks" in the Bookmark Library on the Computer B and deleted all of them.
With the "Other Bookmarks" selected on Computer B, I then imported all the bookmarks in the Html file. They all went into the "Other Bookmarks" container on Computer B.
I then created a folder in the Bookmarks Toolbar to receive the imported bookmarks.
I then returned to the "Other Bookmarks" in Computer B and selected all of them by clicking on the top one, going to the bottom and clicking the last entry while holding the "Shift" key.
I then drags the selected Bookmarks to the new folder in the Bookmarks Toolbar on Computer B. All the bookmarks were moved to the new folder under the Bookmark Toolbar.
I was then able to do what was my original purpose which is to move select entries in that new folder to various places in the Bookmark Toolbar.
It worked and I consider the question closed. I appreciate everyone who contributed a response.
Hopefully this technique will work for other people who want to merge part of their Bookmark Toolbar into a second computer running Firefox.
Firefox is definitely the best Internet browser I have found and as mentioned at the beginning I use it in all my devices including computers, tablets and phones.

You can create an HTML backup of all the bookmarks and edit this file, so only the bookmarks in the Bookmarks Toolbar are left.

Note that restoring a JSON back replaces all the bookmarks, so you need to use an HTML backup if you want to import bookmarks.

Unfortunately neither will solve my problem.
I need to import the Html file (I now understand that using a Json file will wipe out the entire existing bookmark toolbar, thank you for that information) into a folder on the Bookmark Toolbar. If I can do that it will allow me to do what I need to do.
The Html file I am trying to import was created by the Firefox on Computer A above. I have tried to import it into the Firefox on Computer B many times but it does not appear on the Bookmark toolbar any place I can find. Maybe if I knew where the Html bookmarks show up after an import into Firefox that would solve my problem.
Again, I appreciate both replies above. Firefox is an excellent product and I use it on all of my devices.
You will likely have to move the imported bookmarks yourself to a folder on the Bookmarks Toolbar in the Bookmarks Manager (Library) if that is what you want to achieve. The imported bookmarks might be in a folder in the Bookmarks Menu folder or at the bottom of this folder. You can possibly search for a bookmark and use "Show in Folder" in the right-click context menu to locate those bookmarks.
