Updated to Firefox 45. Ever since, restart requires reenabling addons.
Up to date Vista. Firefox 44 worked fine. Update to Firefox 45 recently. Restarting computer/Firefox results in a tab for each addon, each requiring renabling an addon and usually a restart of FF.

This happens each time you start Firefox?
It is possible that there is a problem with the file(s) that store the extensions registry.
Delete the extensions.* files (e.g. extensions.json, extensions.sqlite, extensions.ini) and compatibility.ini in the Firefox profile folder to reset the extensions registry.
New files will be created when required.

You can check for problems with preferences.
Delete possible user.js and numbered prefs-##.js files and rename/remove the prefs.js file to reset all prefs to the default value including prefs set via user.js and prefs that are no longer supported in current Firefox releases.

In my reply, the files storing the add-ons information may be corrupted. Deleting these files will have Firefox create new files.
In Cor-el's response, he wants you to remove the preference files in case those are the cause of the problem.
The Firefox profile folder is in a hidden location in AppData\Roaming.

Easiest to go to the current Firefox profile folder is to use the button on the about:support page:
