I required to feature in the mailing. I'm not sure, it may be an available feature or new feature required in Thunderbird.

When I send mail to multiple mail address., in that mail only required to receive attachments to "to receipts," and cc and bcc receipts don't want to receive attachments

feature details "to mail," receipts want to receive attachments cc and bcc mail receipts don't want to receive attachments (it want to option to click and unclick to send attachments to cc&bcc receipts)

Suggest you send email to TO with attachment. Then Forward a copy to CC and Bcc address which would allow you to remove the attachment.

Currently CC means the recipient gets an exact Copy of what is sent to TO, not a partial copy.

I know that CC means... but I require that feature for some work.

this feature helps me more. because all times I cant send mail multiple times in same mail.

otherwise, I want one more 4th option apart from to, cc, bcc mail types.

for only inform mail without forwarding attachment them in the same mail.

An email is a single contiguous "thing" and is sent to multiple people via an address envelope, so despite you apparent desire for a feature, it is not going to happen..

If you are having trouble visualising the process. Lets try this.

Get a cardboard box. get your mail and print it out. Now place your attachments in the box on a USB drive. Close and seal the box.

You have now created the physical equivalent of your email.

Now you may place it in an envelope addressed to everyone you want it to go to. See any way of removing the attachments from the box you sending to the CC folk? You have exactly same chance of removing the attachment in an email you sent.
