WHY CAN I NOT SET THE ICON IN THE TOOL BAR TO BE LARGER ABD HAVE TEXT AS IN PRIOR VERSION?

Just updated to FF 29 and am unable to set my toolbar to allow large icons with text as in all prior versions of FF. Can not find the setting in Customize where it was in prior versions.

Any ideas how to regain the large icons with text in FF 29?
