when I close the browser without saving tabs they do not clear.

After I have closed Firefox and selected NOT to save tabs they appear the next time I open my browser. I have deleted everything from the history and they are still there once I re-open the browser.

First make sure that the pages are not set as multiple home pages.

This can also be a problem with the file sessionstore.js and sessionstore.bak in the Profile Folder

Delete sessionstore.js and sessionstore.bak in the Profile Folder
If you see files sessionstore-##.js with a number in the left part of the name like sessionstore-1.js then delete those as well.
