Hiding the appdata or roaming path in Windows is Microsoft's doing, not Mozilla. Other than IE, every other browser I have ever used has stored bookmarks in their own set of folders in the appdata or roaming file path. The bookmarks.html file hasn't been used for storing since the Firefox 2.0 versions, in later versions it is used to install the default bookmarks primarily when the user creates a new Profile and upon the initial installation of Firefox, and it also is part of the process of "importing" bookmarks from other browsers the user may have installed.
