Sometimes these issues can be caused by your computer being set to the incorrect time. Please ensure that your computer is set the correct time. Also verify that it is set to the correct timezone and is using the correct daylight savings time setting.

The website loads fine on my Firefox browser, so it doesn't appear to be an issue on the website's end.

time setting is properly correct, but can't open the site. also open in internet explorer.

Did you ever install something called Media Replay Catcher? It changes some proxy settings that apparently can cause this unusual error message about the Peer's certificate issuer: https://support.mozilla.org/questions/1033421#answer-694823

That said, I get a regular old certificate error page because there is an incomplete chain of trust up to a known good signing certificate (see screenshot). That error does allow saving an exception, but I didn't try it.
