Both email servers I use fail to send email because it times-out on the outbound servers... " Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) outbound.att.net timed out. Try again. "

" Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) smtp.gmail.com timed out. Try again. "

From the Thunderbird FAQ and help site I have checked all settings and do not find anything wrong. I called my provider AT&T and they worked with me and determined that it is a Thunderbird issue. I'm not convinced of that with past experiences.

Please help with getting this resolved!

First, with AT&T accounts, a secure mail key must be used in TB instead of the account password. Second, timeouts are often caused by antivirus scanning of outgoing mail. What is the antivirus and its mail settings?
