Google Chrome is working, Firefox ESR is working but there is Firefox x64?

You likely can only use 32-bit Firefox 52.9.0esr on server 2008 at the latest. However the legacy Fx 52.9.0esr is EOL as of Sept 5th with no more updates.

Download the full installer of the program you want. During the install, switch to manual and select the folder where you want that Firefox placed.
Make sure you have a separate profile for each version because some things, like add-ons and some settings, are not compatible.
You can use sync to share password, bookmarks, and history. Anything else may not be compatible.

Ahh. You will need an older version of Firefox as the current programs are not compatible with older Windows systems.
Install Older Version Of Firefox {web link} Be sure to read everything here.
If you still want to downgrade, look under; I still want to downgrade. Click the Directory of other versions and languages link. Look for the directory of the version that you want. But, remember that old versions may have security issues.

Why firefox team doesn't support server OS? Why firefox ESR is supporting? But now, I must install Google Chome with all new features instead Firefox on all my LAN PCs, because I prefer to use one brand to reduce my expenses (I am sysadmin).

Firefox ended support for "Vista-based" versions of Windows, which includes the original Windows Server 2008.
Firefox currently supports "Windows 7-based" (and later) versions of Windows, which includes Windows Server 2008 R2.
I realize it's crappy that Microsoft didn't offer R2 as a free update for the original Windows Server 2008, but that is ten years behind us now, and not Mozilla's fight.
But now, I must install Google Chome with all new features instead Firefox on all my LAN PCs, because I prefer to use one brand to reduce my expenses (I am sysadmin).

That's more than two years older than the final Firefox 52 ESR.
Why are you even running a web browser on a server? Considering the risks to such an old OS with obsolete browsers, you should set a security policy that prohibits accessing external sites other than Microsoft from the server, and you might as well use Internet Explorer for those.
