We have been prompted several times to update our Firefox software (19.02). When we click to update, a screen appears saying downloading is in progress, but other than rotating blue and white stripe, nothing happens. It can spin for many minutes, with no indication a connection has been made or that any download actually is in progress. There is no "allow" or "install." It doesn't get that far.

If there are problems with updating or with the permanently then best is to download the full version and trash the currently installed version to do a clean install of the new version.

Download a new copy of the Firefox program and save the disk image (dmg) file to the desktop

Your personal data is stored elsewhere in the Firefox profile folder, so you won't lose your bookmarks and other personal data when you uninstall and (re)install Firefox.
