Download not working with "file not commonly downloaded"
I am currently encountering a deeply frustrating issue with Firefox. I develop video games; I am attempting to download a zip file from Steam Workshop containing a player-created mod. I have this file on my other computer--it is not malicious. It contains nothing more than XML files and a jpg. Every time I attempt to download this file using Firefox, Firefox blocks the download as a potential security risk. I then click the download manager and tell it to download anyway; Firefox then pretends to complete the download, but in actuality the file remains at 0 bytes and a "part" file is created containing what I can only assume is the actual data.

Make sure you are not blocking content.

Diagnose Firefox issues using Troubleshoot(Safe) Mode {web link}
A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?
Many site issues can be caused by corrupt cookies or cache.

Go to the Mozilla Add-ons Web Page {web Link} (There’s a lot of good stuff here) and search for a download manager.
This download manager works separately from the browser.
The browser tells it what to download, and off it goes.

Are downloading from Steam and or your other computer? If from your other computer, how are you downloading it with Firefox? Can we download the file from Steam without creating an account? Provide the steps to replicate the issue.
