Thunderbird 45.5.1 - Resize picture attachments?

I used to use Outlook 2003 which enabled me to resize attachments to limit the transmission times (usually I used 640 x 480 pixels as a reasonable compromise); today's digital camera .jpg files are high definition, but massive and take an inordinate time to transmit and to receive at the other end.

Is it possible to resize picture attachments to an email in Thunderbird?
