Interface design: changing address type in the compose window

In the compose/write window, to the left of the filed with addresses there is something which suggests a drop-down. Upon hovering the mouse over the "arrow-down" symbol (if one wants to change a To: into BCC:), the field gets shorter and where the "arrow-down" was is now an "x" to delete that row (and address).

With all due respect, I think this is BAD (=bad as designed): when hovering over a control, it should never ever change its function, especially to something so radically like 'delete'. There's plenty of space between the To:/CC: and the drop-down arrow, to just shorten that field and insert a static "delete" link left of it, instead of offering the nasty surprise of "oops, you just deleted a row". See attached animated GIF [it takes ages to load 24kB, so not sure if it will get posted].

I'd be glad to see this "feature" disappear in the future.
