I can't get tabs to open in Firefox 38.0.5 (Windows 7); it keeps opening new windows instead.

I can't get any tabs to open in Firefox 38.0.5 (Windows 7); it keeps opening new windows instead. I’ve tried the following:

• checked “Open new windows in a new tab instead” • updating my add-ons • starting in safe mode • making sure that browser.link.open_newwindow is set to “3” in about:config • clean uninstall/reinstall

Also, I can’t see all the windows that are supposedly open. For example, if I go to close Firefox, it will tell me “You are about to close 4 windows” but I can only see two open.

Thanks for the suggestion! When I went to try doing this, I saw the suggestion that I refresh Firefox (which I had already tried, but which had not solved the problem). However, I tried refreshing it again, and *that* solved the problem.
