Flash still doesnt work when set to "Always activate"

I had set it to "Ask to activate" because browsing with flash is akin to torture, but now I really dont want to deal with allowing flash to run on every single youtube and facebook video. Its a nuisance. I have it set to "Always activate" now but it still does the same thing, everywhere. Its incredibly annoying, especially after restarting everything, reinstalling firefox entirely, specifically allowing flash on youtube, etc, etc.

Youtube should be using the HTML5 player by default whenever possible for a good while now and only fallback to Flash Player if need be. https://www.youtube.com/html5/

If you are not able to view HTML5 video then you may have Windows 10 N or KN version without the Media Feature Pack.
