Windows 7 with windows essentials antivirus.

Try to start Windows in safe mode with networking enabled. - Win7 http://windows.microsoft.com/en-US/windows7/Start-your-computer-in-safe-mode

Still in Windows safe mode, start Thunderbird in safe mode. - https://support.mozilla.org/en-US/kb/safe-mode

unable to start in safe mode...previously was able to start in safe mode but the options available were zero nothing to offer me an alternative/whatever thanks for your interest

Well that issue has existed for Avast for a very long time, and I have never heard of it for any other security software. So I think you should check your installed programs to be sure you do not have avast.

Otherwise fix MSE so it excludes that file.

is your computer a Dell? What is your isp?

matt, not DELL built it myself....isp is at&t and comcast, yes, both work together but sending is always comcast, having trouble right now just typing this message maybe have virus?
