Can't send, SMTP times out

Hi, having an intermittent problem sending emails. Receipt is OK. The last emails were sent on 1/5/16. Today is a no go. I get the message that I am connected to SMTP.verizon.net, with a progress bar. But after a couple of minutes I get the message that the sending has failed because SMTP timed out.

I have a second system with the same setup and ISP, and it sends just fine. I have updated to V38.5.1 and have no virus software installed.

Appreciate any suggestions you might have.

Does the second system use the same Internet connection? Any other differences, e.g. like WiFi instead of LAN?
