On mobile. Chrome has been able to do this since 2016.

It makes a more sense to bring the controls to the bottom of your phone, where you can reach them (most humans hold their phone from the bottom btw).

Thank you for your feedback, we appreciate it. We do keep features and design of Firefox software under review and this could be a feature that makes its way into a future release of Firefox for Android.
