FIrefox set to disable cookies, but website insists I use cookies

I have Firefox set to disable cookies. Yet, websites often say that by using their sites, I'm agreeing to the use of cookies. It's unclear to me if by continuing on their sites, I'm thereby temporarily turning my "disable cookies" Firebox function off. Here is a screenshot I took of what I see when I use "storage inspector" under "web developer" menu while I'm on Firefox and I visit one of these websites that says by being there I'm agreeing to the use of cookies. Please tell me ... in this case are cookies being used? I don't know how to interpret what I'm seeing on "storage inspector." I don't know what the lines, rows and the values in them represent. Thanks in advance.
