Why is Control-Left-Click Drawing a Box Around Parts of the Screen?

There was a longer version of this, but when I clicked "Post", I was sent to an "Access Denied" page.

When I Control-Left-Click, FF frequently places a blue border around part of the screen.

Investigation suggests that it is highlighting a TD element and its children. View Selection Source always shows a TD.

Do you have that problem when running in the Firefox SafeMode?

Don't select anything right now, just use "Continue in SafeMode."

Yes, it still happens in safe mode.

Actually, I'm not sure it's a "problem". It seems to be a feature of something. I'm just looking for an explanation of what the feature is.

Yes, I know about this 'feature' with a Ctrl left click on certain pages.
You can see it for example on the mozillaZine forum page.

I don't know why this happens, but I assume that it is some accessibility feature to identify certain page elements.
