Top bar and scroll bar unclickable

After a system reboot this morning, the scrollbar is unclickable (wheel based scrolling works). So is everything to the right of the address bar on that toolbar in fullscreen mode (in non-fullscreen mode, the buttons for bookmarks and add ons work, the hamburger menu does not). So are the minimize, maximize, and exit buttons on the window in full screen mode (in non-fullscreen mode, the minimize and maximize work, exit does not). Whatever is the right most tab in my list cannot be clicked. Right clicking any of these things brings up a menu with a single option- copy. The app is unusable in this state.

I have tried restarting in safe mode, this didn't fix anything. The only addons I have are noscript and adblock+.

After more experimentation- all of these only seem to be problems if the window is maximized. If it is not, things work as expected. I'm not sure why initially I seemed to still have a subset of the problems in a windowed view, but now the hamburger and exit buttons are working if not fullscreen
