Move tabs to just above window (suggested fixes don't support Win7)

With FF's latest v65 update, my tabs are back up on top of the screen (moved from my preferred location of just above the window.)

All of the posted "solutions" only seem to work in Windows 10. I have Windows 7, and everyone reporting the same trouble as I am all seem to also be using Win7.

Is there a solution to reposition the tabs back to just above the browser window once again? It's incredibly annoying Mozilla keeps moving them back up there with every major update without offering an option to move them back.

What I've done:

Downloaded the recommended "userChrome.css" file that supposedly fixes the issue. Opened "about:support" and opened the Profile folder. Saved the "userChrome.css" file to that location. Closed & reopened FF. No change. Launched FF in its "safe mode" by holding down Shift on launch. No change. Tried editing the "userChrome.css" file by hand. No change. Tried using the "XUL" (chrome://browser/content/browser.xul) but it is of no help with this issue.

If anyone knows a fix for Win7 users or knows why Win7 specifically has a problem, please respond ASAP.

Thanks.
