Firefox version 36 takes a long time (35 sec) to initialize. Previous version comes up in 4sec. Running win7, even tried the refresh option, but didn't work.

I updated to version 36 and it takes approx. 35 sec to load. I tried to refresh option, and that was no help. The previous version quickly loaded with no issues. I looked at the health report and now taking over 50 sec. All virus scans (Norton 360) are up to date, and no malware.

Try to disable each of your plugins to see it this is causing a long start up. If this also happens in a new profile Profile Manager - Create, remove or switch Firefox profiles

Sometimes a problem with Firefox may be a result of malware installed on your computer, that you may not be aware of.

You can try these free programs to scan for malware, which work with your existing antivirus software:

Microsoft Security Essentials is a good permanent antivirus for Windows 7/Vista/XP if you don't already have one. Windows 8 has antivirus built-in already.
