I am currently running firefox off of a portable hard drive. Whenever i switch computers, i lose all my settings and addons. WHy doesn't it save these settings from computer to computer and how do i make it?

An official version of Firefox, or Firefox Portable (which is made for portable use and it puts the Profile in the Program Files folderset) ?

Do you have any idea where the Firefox Profile is stored on the PC's that portable hard drive is plugged in to?
The official version is going to create the Profile in the \Docs & Setttings\usename\ file path on the logical drive that WinXP is installed on.
You can use Help > Troubleshooting Information... - then hit the Open Containing Folder and see where the Profile folder is located.

Bottom line is that you are probably best using Firefox Portable in your situation. http://portableapps.com/apps/internet/firefox_portable
