Firefox can't scroll down or up on some web pages. You can only navigate them hitting Tab to select the elements.

This issue has been reported before, but archived without solution. See "why can't I scroll down on some websites?" (27 May 2018):

This page seems to have a more particular behavior, may be it could help to pinpoint the problem: It does scroll up and down until you don't close the two pop up boxes, then you can't scroll it anymore (but you can still navigate the page using Tab). If you have an ad blocker that blocks the two pop up boxes, then you can't scroll the page at all. The same behavior happens on Google Chrome.

I had no problem on that page.

Is this with all websites/pages, some, a few?

Many site issues can be caused by corrupt cookies or cache.

Warning ! ! This will log you out of sites you're logged in to. You may also lose any settings for that website.

If there is still a problem, Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.

A small dialog should appear. Click Start In Safe Mode (not Refresh). Did this help?

While you are in safe mode;

Try disabling graphics hardware acceleration in Firefox. Since this feature was added to Firefox it has gradually improved but there are still a few glitches.

Well, this is weird. Now that page is working for me too in both Firefox and Chrome, and I didn't change anything in both browsers. I'll try to investigate further next time I find a page with a similar problem.

How do you open those pop-ups on that page ?

It is likely that you aren't removing the pop-up properly and that the actual container is still present. You can check that in the Inspector via the right-click context menu (Inspect Element).
