Since upgrade I have lost most folders, and Trash has been emptied and is staying empty
The only local folders I have are Trash and Outbox. When I delete a message it does not show up in the Trash folder.

You need to clarify a few things in order to understand your setup.
When you say 'local folders' do you only mean 'Local Folders' mail account ? 'Outbox' is a default folder in the 'Local Folders' mail account.
If you can delete a message then this would imply you have mail accounts and at least an 'Inbox'.
QAre you talking about imap or pop mail accounts ?
QAre the missing folders only in the 'Local Folders' mail account ?
When you delete an email: If this is an imap mail account then you need to subscribe to see server folder and it's contents. This includes the server Trash folder or whatever it called on server. Then you need to make sure that account is actually using it.
Confirm if you use pop or imap. If imap : Confirm you have checked whether you are subscribed to see all relevant imap folders If Imap confirm you have accessed Account Settings and made sure that account is using the correct folder on correct account.
If POP: QDo you use Global Inbox functionality also known as deferred accounts ? Or Qis each pop mail account seen in Folder Pane.
Confirm you have this setting:
- Menu icon > Folders > 'All'
Check the 'Local Folders' mail account is using same 'profile name' folder as the mail account. right click on mail account in Folder Pane and select 'Settings' click on 'Server Settings' bottom right 'Local directory:' It will say something like this example: C:\Users\User Name\AppData\Roaming\Thunderbird\Profiles\abc1234d.default\Mail\mail.btinternet.com check the 'profile name' folder: abc1234d.default
click on 'Local Folders' in left Pane. under 'Local directory:' It will say something like this example: C:\Users\User name\AppData\Roaming\Thunderbird\Profiles\abc1234d.default\Mail\Local Folders check the 'profile name' folder: abc1234d.default Is the 'profile name' folder the same - identical ?
Does it say you are using ...\Mail\Local Folders or .....\Mail\Local Folders-1 ? If it says the latter, then click on 'Browse' button and point it to the one ending ....\Mail\Local Folders click on 'OK Restart Thunderbird.
