Why doesn't Firefox install for all users?
I'm trying to deploy Firefox to all the computer in our organization. On a handful of PCs, the deployment fails. When I try to manually install Firefox as administrator, the software only installs for the current user and not all users. furthermore, the installation folder is c:\users\<user>\application data\local\... instead of c:\program files (x86)\Mozilla Firefox.
I need to install the 32-bit version because of our reliance on plugins not compatible with 64-bit Firefox.

Hello, thanks for asking, it may help users in the same case as yours. How do you plan deployment? Do you use a specific tool?
I am using SCCM 2012 R2 to deploy a powershell script which will install / update Firefox.
When running the powershell script manually, it says Firefox was not installed. When running the downloaded full offline installer it only installs to the current user profile.
It installs on 8/10 machines.

No, that didn't resolve. It's only three machines out of the whole lot that I have this problem. I cannot get it to install into the program files folder, even when running the offline installer as administrator. When I try to change the the folder to program files manually, it says to ensure write access.
How can I force Firefox to install for all users?

Do these 3 machines have the same configuration? (os version, updated, ....)
Yes, they are all Windows 10 build 1703.
