After hitting Run, and the file extracts, I get a "Run as" dialogue box stating, "You may not have the necessary permissions to use all the features of the program you're about to run. You may run this program as a different user or continue to run the program as the current user."

It then gives me to options to run as Mike-PC (me, of course) or a separate button with a user name (defaulted as "Administrator") and a password box. No matter what I choose and hit "OK" the program simply does nothing else from there. The box disappears and nothing else ever happens. It's my home computer and I'm the only one here. There should be no administration issues whatsoever.

You need to have Administrator permissions to install Thunderbird (assuming this is what you're trying to do, since you didn't mention it). Typically you'd get a UAC prompt with modern versions of Windows. There are other ways to invoke those permissions though. If the prompt you get just closes, then you most likely didn't provide the correct password.

I should have admin, though, shouldn't I? It's my personal PC. No one else owns or uses it, and I tried going through just as me and again typing my name in and supplying my PC password. Still nothing. Are there ways to get around it? (And yes, apologies...it is Thunderbird.) Thanks!

By default you'd use a non-privileged account, and you get the UAC prompt to obtain Administrator privileges. This isn't a matter of who is using the computer. You may ask in a Windows forum why you don't get a UAC prompt. Maybe you changed some Windows settings.
