No send message tab

When I reply to or draft a new message I have no tab/button to send message! The only line above the address bar is the subject bar. How do I recover the two bar that were above the address to bar?

press F10 to temporarily enable the main menu bar. View menu > toolbars and make sure the composition toolbar is selected
