I have two accounts for two different devices
I have two accounts for two devices, I want to switch the accounts for two of the devices. I also want to move the saved data between the two accounts.
Example: account one has saved book marks that I want to save and move to account 2, At the same time I want to save and move the bookmarks from account 2 to account 1 without loosing any bookmarks or combining the book marks from the two accounts.
Is this possible?

I gather you do not have Sync. There is no reason to have a Firefox account, it is not required to use Firefox. A account is for the services tied to accounts.
You should be doing these anyways :

Export to html and json into separate folders and copy to a USB stick, email to self to a online mail site for safe keeping.

- bookmarks and history: places.sqlite try switching the 2 .
do not delete though, or import and it will write over the existing bookmarks.

Now I'm having an issue with my Firefox on my PC account. Its saying "syncing is not available for this account, You must first link your mobile phone to this account to unlock the syncing function" I do not want to link my mobile phone to this account.
My mobile phone Its already linked to its own Firefox account.
Is there anyway to get past this?
Firefox has never made me link my account to my mobile phone before. Firefox has suggested it before, for security in case I loose my sign in info.
I forgot something.
Firefox on my PC will not let me import my bookmarks from the Firefox export file I made.
Its not giving any error message, its just not installing the bookmarks.

It appears from your question, that you are using Firefox Sync as a back up service. This is not what Sync is designed to do. The Firefox Sync service takes a copy of the data you wish to include and transfers it to a second device (typically a mobile device such as a tablet or a telephone) running a copy of Firefox. The storage in between all attached devices is both temporary and fragile and is not stable enough to be (and is not designed as) a reliable backup service. In other words may as well delete your Firefox account :
The PC did it Export ? If so great.
Please : uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files , C:\Program Files(x86) & C:\ProgramData Then restart system. Then run Windows Disk Cleanup. (Note: This should be Pinned and run Weekly, If never done below expect 10's of gig's) Then run it again and click the button that says Cleanup System Files. Note: your Firefox Profile is saved. But you should make a back up before you do :

Reinstall with Current Release Firefox 61.0.0 with a Full Version Installer

Firefox isn't letting me do anything until I give it my mobile phone number. I mean i can use it to go to websites but that's all its letting me do. It will not lat me bookmark anything or adjust any of the settings I uninstalled it and used Revo Uninstaller Pro to uninstall Firefox, then used CCleaner Pro to remove left over files, folders, and registry keys. Then restarted my PC, then reinstalled Firefox. That made everything worse, I'm not blaming you for that. There is something going on. Firefox used to work great, I didn't have any issues with it until today.
I'm still having issues with this.
I have saved bookmarks but, they are not being saved or they disappear after i shutdown my PC and start back up the next time.
