This might be simply a bug. I have discovered if I use policies to set browser.startup.homepage_override.mstone to "ignore" value, then the "Search" button on the Firefox start page simply does not work.

I am using the following policy in mozilla.cfg:

// Disable the "Welcome to Version X.y" tab lockPref("browser.startup.homepage_override.mstone", "ignore")

I think it's a bug.
