Why is Thunderbird email-client failing to send and receive emails unless closed and restarted?

When I try to send the email, it returns a message after 2-3 minutes, saying they the message couldn't be sent. This keeps happening. When I close the program (Thunderbird) to restart, it closes all its tabs but when I reopen the program, the system tells that Thunderbird is running, please close the program to restart (it shows buttons for 'close' and 'cancel'). After closing from this screen I can reopen the program and I can send my emails for sometime and then again same issue starts. I have observed that during the period of such issue it also doesn't download any new emails. I am having this issue since 2 days only. Screenshots are attached. Test: Start your computer in 'Safe mode with Networking' Start Thunderbird. Run for a while to test. Do you still get same problem?
