Their information on the FDA page is out of date, the Xforms add-on that it is referring to now works on Firefox 3.6.* and is available from https://addons.mozilla.org/firefox/addon/mozilla-xforms

When the document that was referring to Firefox 2.0.0.13 was created, the latest version of the Xforms addon at that time only worked on Firefox 2 and required at least Firefox 2.0.0.13 which is why they specified Firefox 2.0.0.13.
