Manual Thunderbird "update" fails because it says I don't have path or file permission

I am running Thunderbird 24.3.0 & need to update to 24.5.0. My automatic update patch keeps failing so I tried the manual update after opening Thunderbird as an administrator and other suggestions failed. I closed Thunderbird and tried the manual download and install. I did not get to the setup wizard because I got a path/file permissions error. The title of the message window was as follows for the last 2 times AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\QP1G… AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.IE5\5IUUK… I went into these folders and it appears that some are hidden from me so I can't look deeper than the Windows folder. I am administrator user for my computer.

This sounds like a problem that is not strictly related to Thunderbird. I would recommend that you:

  1. Download the latest version of the Thunderbird installer. Do not choose 'Run' but 'Save' and choose a folder you can remember.
  2. Restart the operating system in safe mode with Networking. This loads only the very basics needed to start your computer while enabling an Internet connection. Click on your operating system for instructions on how to start in safe mode: Windows 8, Windows 7, Windows Vista, Windows XP, OSX

Then start the Thunderbird installer.

If safe mode for the operating system fixes the issue, there's other software in your computer that's causing problems. Possibilities include but not limited to: AV scanning, virus/malware, background downloads such as program updates.
