Firefox changes privacy settings
Every time Firefox updates, my privacy settings are overwritten to allow Firefox to send technical and interaction data to Mozilla. Other settings remain unchanged, so why aren't users allowed to decide for themselves on this setting?

I don't think that is true. Is yours set to auto update?
An update should not be changing any settings unless it is for compatibility with the new software.
What exactly is changed? From what to what?
Firefox 57.0.4 (64-bit) with auto-updates enabled. OS: Debian 9
In Firefox, I disable (uncheck) the following setting: Preferences/Privacy & Security/Allow Firefox to send technical and interaction data to Mozilla
When I launch FF and see the 'Please wait while Firefox updates' I'll allow it to update and then check my settings to see if there are any new settings or if my previous selections have changed. Every time it updates, I find the option to send data is now enabled.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
