Which theme and where are you referring to? FF now only uses userchrome.css to change the Browsers and most I seen are the paid type. So what themes are you talking about? Most if many get donations but I don't think unless paid that would come from a recognized software company and FF wouldn't have anything connected to them.

These were the Real Themes (for Fx 56.0 and earlier) as they could take a long time to make and maintain by the author. https://addons.mozilla.org/firefox/complete-themes/
The only way people got paid on the complete themes if if they asked for contributions.

Themes as I said now are not really even Themes as they are basically just images. I doubt you would find many people willing to pay a small fee to use a image on the background of their Firefox toolbars. In fact Mozilla probably does not allow it with these image themes as otherwise people would try to spam upload images every day to try a make a little money.

Are Lightweight themes free? Yes. Themes are free to download and free to use.
