Do you mean the Navigation Toolbar that has the toolbar buttons and the location bar and search bar?

On Mac you always have the menu bar visible as that toolbar is maintained by the Mac OS and not by Firefox.

  • View > Toolbars
  • Right-click empty toolbar area

Make sure that you do not run Firefox in full screen mode (press F11 or Fn + F11 to toggle; Mac: Command+Shift+F).
