I want to have 2 active windows open on the screen so I can click either one as needed, e.g. I want to have two e-mails open simultaneously on the screen
The first e-mail will contain a verification code which must be entered into the second e-mail while the first e-mail is still open.

Try adding the first email to your bookmarks, and then right-click the new bookmark. Select Load this bookmark in the sidebar. Is this what you wanted?

Doesn't MacOSX have the ability to tile two windows side by side?
On Windows all you need to do is to have both windows open and to right-click on the Task Bar, then select Tile Windows Vertically (or Horizontally, if that's what your prefer).
If those emails are from different accounts then open a second Private Browsing mode window and resize both windows to make them fit next to each other if you really need to see them at the same time (it shouldn't be a problem to paste content from one tab to another tab, just hover on the tab or use "command + ~" to switch windows). That will allow you to login to a separate windows account.
