What happened to FF versions after 3.6.13?

I am running 3.6.3 on my XP laptop without issue. In the Help menu, it says "Resume Downloading Firefox 3.6.4". When I open that up, the window just says "connecting to update server", but nothing happens. When I go to the Download page on the main site, the version available is 3.6.13. This isn't for me, it's for a colleague running 3.6.13 who is having an issue with a management program that has it's own web interface. I do not have this issue with my version of FF.
